Mahmood Yakubu is a distinguished Nigerian academic, scholar, and politician who presently holds the position of Chairman at the Independent National Electoral Commission (INEC), where he is responsible for overseeing the organization of all national and local elections in Nigeria.

Mahmood Yakubu was given birth to in 1962 in Bauchi State, located in Northern Nigeria. He attended Kobi Primary School for his primary education and Government Teachers College, Toro for his secondary education.
After completing his secondary education at Government Teachers College, Toro, Mahmood Yakubu attended the University of Sokoto (now Usmanu Danfodiyo University) where he graduated with a first-class degree in History.
